NA body takes notice of illegal human organs business

Islamabad—The National Assembly Standing Committee on Human Rights on Wednesday expressed concern over unchecked flourishing illegal business of Human Organs and recommended.

The NA body further observed that Transplantation of Human Organs and Tissue Act 2010 and Human Organ Transplant Authority (HOTA) were not being implemented in letter and spirit. They should be implemented properly.

The committee met here under the chairmanship of Riaz Hussain Pirzada to discuss report on the current illegal Transplantations Business of Human Organs. The committee recommended to Ministry of Health and Government of Punjab to ensure end to illegal business of Human Organs. 

In this regard Dr. Attiya Inayatullah, Mrs. Kishwar Zehra, Dr. Mehreen Razzaque Bhutto and Capt (Retd) Muhammad Safdar. 

Constitution of Joint Investigation team comprising FIA, Islamabad Police and HOTA/ Ministry of Health to investigate the issue of 13th foreigners came to Pakistan for Transplantation of Human Organs. 

Mrs. Kishwar Zehra will supervise the investigation. Ministry of Health / Provincial Governments to enhance the performance of Evaluation Committees. Ministry of Health / Government of Punjab, EDO, Health Sargodha and Rawalpindi to investigate into the matters pointed out by the Mrs. Kishwar Zehra, MNA.

After three months another follow-up meeting on Transplantation of Human Organs will be held.

Election Commission of Pakistan should ensure about the participation of women voters in Azad Kashmir interim/bye elections. A meeting will be hold shortly. 

The Committee said that Government of Pakistan enacted “Transplantation of Human Organs and Tissues Act 2010 on 18-03-2010 to control sale / purchase of human organs and tissues. But still illegal business of transplantation of Human Organs is continued. 

The Committee expressed concern that there have been reports regarding the misery and exploitation of bonded labourers in Punjab who are forced due to their poor financial state (and mostly due to being under heavy debt of brick kiln owners / landlords / their masters) into selling of their kidneys despite prohibition under the law. The Committee appealed Ministry of Health and Provincial Governments for looking into the issue with a view to taking strict action against the violators.

Mrs. Kishwar Zehra, MNA, informed that she alongwith Media person’s visted different parts of Punjab in connection with illegal business of Human Organs w.e.f. 11th April to 17th April, 2011 and presented a film. This film establishes that about 200-250 persons of Human Organs in district Sargodha are ready to sale their kidneys. About 500 persons have sold kidneys at cost of Rs. 200,000 but after deduction of Commission from Commission agents, poor people hardly get Rs.150, 000.
